assembly for the three passenger aircraft at Hong Kong

as it is impossible to guarantee that they could not be

used for military purposes.

3. The Council understand that only six D.H. Rapide

aircraft have been shipped to Hong Kong and they do not

13. therefore understand the reference in telegram No. 30 of

the 1st February from the Governor of Hong Kong to further

applications for assembling six dragon rapide aeroplanes.

They assume, however, that these are the aircraft referred

1. to in the original telegram No. 19 dated the 18th January

wherein authority for assembling the ambulance aircraft only

was sought, the number not being specified.

4. A copy of this letter is being sent to the Foreign

Office, the Admiralty and the War Office.
